Multiple sources said Tottenham, Liverpool and West Bromwich Albion have all tracked the Nigeria international in recent months but Brighton made their move only for Gent to value him at £13million.
The 21-year-old impressed the premiership sides in February when he was part of the Gent side that edged out Tottenham in the Europa League.
Quick and skilful, Moses has 11 caps for Nigeria and scored five goals in 38 appearances from the wing at Gent last season.
