Lagos set to enforce mandatory health insurance for residents

The Lagos State Government has announced its plan to begin the enforcement of compulsory health insurance policy for residents.

The information was on Thursday passed by the Permanent Secretary, Lagos State Health Management Agency, Dr Emmanuel Zamba, at the Ilera Eko Providers Forum held at the Lagos Sheraton Hotel, Ikeja.

In attendance at the occasion for the purpose of reviewing progress, and discussing future implementation strategies on health matters were stakeholders across the health insurance value chain, including healthcare providers, health maintenance organisations, and technical partners.

Zamba said the state government by early 2026 would begin the enforcement of the Executive Order signed by Governor Babajide Sanwo-Olu in July 2025 in respect of compulsory enrolment for health insurance by all residents.

“We want all residents to be aware and onboard before enforcement begins.

“We are finalising our emergency services programme to ensure that no Lagos resident is denied urgent care.

“People in emergencies must be treated without first presenting an insurance ID,” she said.
